Companies providing VoIP telephony will be bound by new rules set by Ofcom from today.
The regulator, which announced the new rules in March, has demanded that providers of VoIP are clearer to their customers about the limitations of the service, with fines of up to ten per cent of turnover as a penalty for failure to comply.
Companies will have to make sure customers sign a document testifying they know that emergency numbers are unavailable over VoIP during power cuts and equipment provided must also be labelled with these warnings.
The Internet Telephony Service Providers’ Association (ITSPA), told the CB Magazine website that the new rules made the VoIP telecoms sector the most regulated technology in the telecommunications industry.

Microsoft says its’ 15 new Voice-over-Internet Protocol-enabled devices will help ease businesses’ transition through the changing communications game.
Bryan Rushe, product manager, unified communications for Microsoft Canada Ltd., said voice is moving from hardware to software. Like the transformation from the mainframe to the PC, software is changing enterprise VoIP and Microsoft is keen to lead the charge.
Traditional IP telephony is failing to meet people’s needs at work. Workers waste 30 minutes per week in phone tag and for 50 per cent of calls workers make they have to look up the number (according to research firm Harris Corp.). E-mail also has its shortcomings, with information overload and misinterpreted emotion. There is the need for the resurgence of the voice back in business and it doesn’t need to be a costly endeavour.

The global phone carrier Vodaphone may be facing a lawsuit over VoIP services, writes Techworld. VoIP network Truphone accuses Vodafone of deliberately crippling interaction with its customers, some of whom use numbers which are legitimately in the mobile range. This allows them to be displayed on caller ID and receive SMS messages, but Vodafone subscribers will simply see them as blocked.
Vodafone is also blocking other VoIP related content including the website of Skype, arguably the largest VoIP service in the world. According to Truphone CEO James Tagg, this is breaking law, as “European telecoms legislation, gives operators an obligation to interconnect, and to offer unfettered access to services.” Vodafone is even said to be deliberately sabotaging its version of the Nokia N95, locking out VoIP features that the phone would otherwise have.
Not everyone shares Tagg’s perspective. The CEO of WiFiMobile, Gerry O’Prey, says that he has had no problems with Vodafone, although his company specializes in connecting dual-mode phones to business PBXs. Vodafone itself meanwhile is repeating a statement regarding the N95 specifically, saying that VoIP is “not yet a mature service proposition,” and that to “ensure a solid end-to-end customer experience,” it would have to work on testing, bill integration and customer support. It also argues that VoIP may actually be more expensive than simply relying on a regular network, as it can dip into expensive data transfer fees. [via]
